Covert specialists who have experience and Government training can assist in developing intelligence into usable evidence but can also be deployed to covertly identify threat as part of a larger security operation.
Last year a forward thinking Operations Director for a major sporting event with international exposure and many high profile attendees engaged a covert team as part of the security operation. This was to identify criminality that may effect the event as well as threats.
During the deployment we identified a person who we believed was conducting hostile reconnaissance and obtained evidence of this. After liaising with local law enforcement the suspect was arrested under the Terrorism Act.
This was apart from the persons engaged in criminality, that would negatively impact the reputation of the event, that we identified to the overt security team, thereby assisting in keeping the event safe for all.
With the progression of the Protect Duty through Parliament I would suggest that now is the time for Security Directors to prepare for the onus the Act will place on them and consider engaging the services of covert specialists.
Recognising pre-cursor activity is a skill that cannot easily be taught and is best achieved using experienced Government trained operators.
