In most school settings, Section 504 of the Rehabilitation Act of 1973 protects the rights of students with disabilities. Students with disabilities may not be discriminated against or excluded from participating in any school-based program or activity. Children protected under Section 504 will often have a “504 plan” at school. While very different from an IEP, that plan also guarantees the right to free appropriate education: https://shieldsfirm.com/section-504/
