There are restrictions on who may own an otherwise legal gun. Conn. Gen. Stat. § 53a-217 says that people with a felony conviction on their criminal records may never legally possess a firearm, ammunition, or even an electronic defense weapon. This same statute applies to people with certain mental health conditions and those with convictions for serious juvenile offenses.
