Using the Fiancé (e) Visa, a US Citizen (but not a Permanent Resident) can ask a US Consulate overseas for authorization to let his or her Fiancé (e) enter the US with a Fiancé (e) visa. The U.S. Citizen must submit an application for a petition to the USCIS in their home country first. Following the approval of that petition, the U.S. Consulate abroad will assess the application, hopefully approving it, and grant a fiancé visa.
