Using the Fiancé (e) Visa, a U.S. Citizen (but not a Permanent Resident) can ask a U.S. Consulate overseas for authorization to let his or her Fiancé (e) enter the U.S. with a Fiancé (e) visa. First, the U.S. citizen needs to apply for a Petition in the U.S. with the USCIS. Following the approval of that petition, the U.S. Consulate abroad will assess the application, hopefully approving it, and grant a fiancé visa.
