The simplest rule of thumb is to listen for the "click-click-click" sound:
If you can hear your dog's nails clicking on hard floors (like wood or tile) when they walk, it's definitely time for a trim.
When your dog is standing still, their nails should not touch the floor. They should be short enough so that only the paw pads make contact with the ground.
