Deadlines start from Jan 1, 2025, and you can submit passing tests up to 90 days early. The annual compliance fee has increased to $32.13 effective Jan 1, 2026, due to CPI adjustments.
Big news: On Jan 27, 2026, the EPA disapproved the program's application to out-of-state and out-of-country trucks, citing Commerce Clause violations. However, CARB is doubling down and plans to enforce it on all vehicles operating in CA, dismissing the EPA's ruling.
