Latest on CARB Clean Truck Check: Mandated Testing & EPA News!
Truck owners, here's your March 2026 update on CARB's Clean Truck Check program. Mandated emissions testing is fully in effect for California-registered heavy-duty vehicles (over 14,000 lbs GVWR), requiring semi-annual compliance for most fleets. OBD-equipped trucks (2013+ diesel, 2018+ alternative fuel) need scans, while older non-OBD diesels require smoke opacity tests and visual inspections. Deadlines start from Jan 1, 2025, and you can submit passing tests up to 90 days early. The annual compliance fee has increased to $32.13 effective Jan 1, 2026, due to CPI adjustments.
Big news: On Jan 27, 2026, the EPA disapproved the program's application to out-of-state and out-of-country trucks, citing Commerce Clause violations. However, CARB is doubling down and plans to enforce it on all vehicles operating in CA, dismissing the EPA's ruling. This could mean relief for interstate haulers—no bans on older engines, no extra fees, and easier challenges to fines—but stay vigilant as the dispute continues.
