As of June 5, 2025, Pennsylvania joined 29 other states with a comprehensive handheld device ban while driving. Named after 21-year-old Paul Miller Jr., who was tragically killed by a distracted driver, this law goes beyond texting ā it prohibits holding ANY electronic device while behind the wheel, even at red lights.

Primary offense ā police can stop you for holding a phone
First year = warnings only
After June 2026 = $50 fine + court costs
Emergency calls to 911 still permitted
