Sorry to say, every one of them didn’t pay enough attention to the rim joist area of your basement. If there’s insulation there, it’s unfaced fiberglass which just acts as a filter to cold air coming in to your home. Might be enough to pass code, but it’s not doing you any favors. This area should be sealed with expanding closed cell spray foam and completely over lap the foundation.
Want to check yourself? Pull out a piece of insulation in a bay with a pipe. The back is most likely covered in dirt and is darkened. This is a sign of air movement. Cold air coming in to your home.
