Canada has announced new enhanced caregiver pilot programs to replace the expiring Home Child Care Provider Pilot and Home Support Worker Pilot. The key features of these new programs include:
Caregivers will receive permanent resident (PR) status upon arrival in Canada, rather than having to work for a period of time first.
Caregivers will be allowed to work for organizations providing temporary or part-time care for semi-independent individuals or those recovering from injury/illness.
Eligibility criteria include:
Canadian Language Benchmark (CLB) level 4 minimum
Equivalent of Canadian high school diploma
Recent relevant work experience
Full-time home care job offer
The new pilots aim to provide caregivers with easier access to reliable employers and a clear path to permanent residency upon arrival. This marks a change from previous requirements like CLB 5 and Canadian post-secondary education.
Immigration Minister Marc Miller indicated these pilots are a step toward implementing a permanent caregivers program. Canada plans to admit over 15,000 caregivers as permanent residents under the 2024-2026 Immigration Levels Plan.
The government will provide more details on full eligibility criteria and application processes before the official launch of the new pilot programs. These changes come in response to feedback from caregivers and aim to better support both caregivers and Canadian families requiring home care services.
